Maqsood Ali, P.E.

President / CEO

Mr. Maqsood Ali serves as President/CEO, majority shareholder, and Responsible Principal of TSI Engineering, Inc., acting as the primary liaison for public and private sector clients. He provides strategic and technical leadership, oversees project execution, negotiates contracts, conducts site visits, and supervises technical reports, RFP reviews, and budget estimates.

29+ Years Experience in Civil & Geotechnical Engineering, Mr. Ali specializes in foundation design, slope stability, landslide analysis, soil liquefaction, dewatering, settlement analysis, pavement design, and earthquake engineering. His expertise also includes the design and construction of earth and rock fill dams.

His portfolio spans transportation infrastructure, dams and reservoirs, power plants, pipelines, landfills, and institutional, commercial, and industrial facilities.

Mr. Ali contributed to the NCHRP research project “Development of Precast Bent Cap System for Seismic Regions” in collaboration with California State University, Sacramento. He is a Caltrans-certified Quality Control Manager and Testifier, with training in Total Quality Management and Construction Quality Control.

He holds a Master of Science in Civil Engineering from California State University, Sacramento and is a licensed Professional Civil Engineer in California, Nevada, Louisiana, and Mississippi.

Mr. Arshad brings over 23 years of diversified experience in project planning, project controls, risk management, construction, manufacturing, sales operations, customer experience management, and quality control. He possesses strong expertise in strategic planning, development of innovative solutions, process automation, and cost optimization to enhance operational efficiency and organizational performance.

His responsibilities include reviewing technical submittals and project schedules (including PERT), monitoring and evaluating construction activities, and directing and coordinating work plans for design improvements and construction administration. He works closely with staff to identify and resolve project challenges, assign responsibilities, monitor workflow, and evaluate work products, methods, and procedures to ensure quality and timely delivery.

Mr. Arshad also plays a key role in identifying competitive differentiators and growth opportunities, including international expansion. He designs and implements innovative business development and sales strategies to strengthen market position and increase profitability, while conducting internal reviews and performance audits to drive continuous improvement and system enhancement.
